This is yet another case where other countries publicly-finance many overseas projects in order to promote their own industrial base. The U.S. does it to a modest extent through the Ex-Im Bank. One could argue that it is unconstitutional, or that it is "corporate welfare," but I think there is also practical justification to do it. No sense allowing our international competitors to beat us through such tactics in their own countries.
