Australia is well placed to power a booming Indian economy because of its abundance of natural resources including coal, uranium and natural gas, according to Prime Minister Malcolm Turnbull.

In a Sydney Institute speech on the eve of a week-long trip to Papua New Guinea then India, Mr Turnbull also highlighted the opportunity for Australian universities to provide education services to some of the 400 million people the Indian government wants to train by 2022.

Trade between Australia and India has doubled to more than $20 billion in the past 10 years and the nation of 1.2 billion is on track to see its economy, which is growing at 7 per cent a year, to draw level in size with the United States by about 2050.

"India is undergoing a dramatic economic transformation and our close partnership creates opportunities for both nations," Mr Turnbull said.

India no longer fears racial attacks on its students in Australia

India's Government says racially motivated attacks on Indian students in Australia are no longer an issue, days ahead of Prime Minister Malcolm Turnbull's visit to New Delhi and Mumbai.

Between 2008 and 2010 a series of attacks on Indian students — including one murder — prompted intense anger on the subcontinent, and accusations Australia was not acknowledging or combating racism.

Yesterday Jaideep Mazumdar, the Indian External Affairs Ministry bureaucrat responsible for Australia, said he was satisfied with the way Australia had responded.

"The Australian Government has been extremely proactive with us when we have taken it up with them," Mr Mazumdar said.

"So it is not an issue of concern for us at the moment."

The statement will be music to the ears of Australia's universities and diplomats, who have worked for years to repair the reputational damage caused by a spate of muggings and violent attacks on subcontinental students studying in Australia.

The Turnbull government is encouraging Australian businesses to look for new ways to work with India as the prime minister conceded there was no guarantee a formal trade agreement would be achieved.

Malcolm Turnbull and his Indian counterpart Narendra Modi have told their trade negotiators to draw up a list of each side's wants and offers in an attempt to reignite stalled talks on a deal.

In the meantime, the federal government has commissioned an India economic strategy to look at practical ways the two countries can increase trade and investment over the next decade.

'It is not about Australia 'discovering India' but cementing India as a priority economic partner,' Mr Turnbull told a business dinner in Mumbai, on Tuesday night.
