Where is it stated in the Constitution that the government has the authority to do it? The government only has the authority given to it. Further, incarcerated US citizens have rights under the Eighth and Fourteenth Amendments. However, those rights cannot be guaranteed when they are incarcerated in a foreign prison with foreign jailers.

I think that foreigners who plan, coordinate or participate in disruptive protests and/or incite violence, directly or indirectly, against members of another religion or race, are an undesirable source of unrest and should be deported back to their own countries.
