Single GIs seldom are given off base housing. That is reserved for staff NCO (sometimes) and above and married personnel.
In 1971 I was a single NCO and I did receive it and lived off base and when I got out of boot camp when I went to first duty station was awarded separate rats.

Not really uncommon for female GIs. I've known a number, and not necessarily NCOs, from that era that played a scam in order to get off base housing and seprats. They just had to find a doctor to support an assertion that mess hall food didn't agree with them. I didn't say it was unheard of---I said it was seldom approved.
