But Billy, Kobach found over 5,000 voters with out of state licenses could not be found in NH the following year. They apparently hadn't "just moved" to NH. (Of course, in 2016 they didn't have to--you did not have to be a resident to vote). So is it true? Maybe those numbers were so good that Kobach decided not to look for them. Trump lost to Hillary by less than 4,000 votes. So with plenty of assumptions, those numbers look great. Finding out they were out of state contractors on a job or college students might have brought the conspiracy theorists below the magic number.
