To make matters worse any manufacturing that comes here now will be highly automated and there won't be the job bonanza you think even if the tariffs works as intended - which they won't. So tariffs aren't designed to save jobs, they are designed to create jobs. All at the expense of making everything cost more which is what will really cause Americans to suffer. No one is going to invest billions of dollars without price certainty and artificial pricing from tariffs can not be guaranteed.
