Let's say, hypothetically it's true? WHO CARES?

I'm sure it never reached his desk. The defense establishment probably knows that Chinese, Russian, Iran, and every other nation that opposes U.S.-Western hegemonic resource acquisition in S.E. Asia is probably doing whatever they can to stymie western interests long before Trump got into office.

A 19 year long war against goat herders doesn't just go on forever without some one on the other side footing the bill. duh.

The Chinese helped the N. Koreans. The Russians helped the Vietnamese. We helped the Afghanis when the Russians were there. Saudi oligarchs have funded and supplied Talibani and Al-Qaeda rebels.

It isn't like anything is going to change.

All administrations on all sides know how this works. Americans need someone to fund the other side, and the American tax payer can't do it. (Well, ask General Flynn about how HRC and Obama had them do that through the CIA in Syria and how well that worked out. . . ) You can't have endless wars with out someone funding the other side.
