If Hamas doesn't agree to this deal which is substantially far considering they are in a state of war, then they are telling the world "we accept the continued war in Gaza".

Both Trump and Bibi have spent political capital to push this forward. Israels government will approve even if the coalition doesn't agree those in other parties will, thus, this decision is entirely on Hamas.
