You have to define the term "fraudsters" after Biden pardoned a judge who used fraudulent charges to put juveniles in a prison he had financial interest in. You could make a case that the former judge Biden pardoned was responsible for the suicide deaths of teenagers he sentensed to his crimes for gain prison.
