Their military technology is about 30 years behind ours.
And... how-in-the-hell does possessing an overwhelmingly larger nuclear arsenal make US the problem in the context of Chinese-American relations?

On the other hand, in the last 30 years, the US has invaded or bombed - Iraq (twice) Afghanistan, Yemen, Serbia, Libya, Syria, and probably a whole lot more I am not listing.
What China IS doing is building a lot of good will around the world with foreign aid and the Belt and Road initiative to help potential clients import their goods.
