Trump still hasn't agreed to abide by the "Presidential Transition Act" which is required by law and which applies to all members of his transition team before they receive top secret clearance. Updates to that bill requiring the ethics pledge were introduced by Trump ally Sen. Ron Johnson, a Wisconsin Republican, and signed
into law by Trump himself in March 2020. The deadline was October 1. It was expected that making the pledge would be a common practice adhered to by all presidential hopefuls. Another example of how we have always been able to assume our elected leaders would behave in an ethical way. Obviously, trump has chosen to not limit himself to ethical behavior. The transition of presidents involves informing the new, incoming president and his transition team of top-secret information, so they will be ready on day one. Obviously, trump is not interested in any restrictions on his ethics as president, so he still ignores the law.

I think it says members of the transition team have to sign it. I don’t think it says anything about the president, that I’ve seem
*iii) a Code of Ethical Conduct, which each
member of the transition team will sign and be
subject to, that reflects the content of the
ethics plans under this paragraph and at a minimum
requires transition team members to--
``(I) seek authorization from
transition team leaders or their
designees before seeking, on behalf of
the transition, access to any nonpublic
information;
``(II) keep confidential any
nonpublic information provided in the
course of the duties of the member with
the transition and exclusively use such
information for the purposes of the
transition; and
``(III) not use any nonpublic
information provided in the course of
transition duties, in any manner, for
personal or private gain for the member
or any other party at any time during or
after the transition; and
``(iv) a description of how the transition
team will enforce the Code of Ethical Conduct,
including the names of the members of the
transition team responsible for enforcement,
oversight, and compliance.
