The USA gets Intel shares without having to buy them and Intel is guaranteed CHIPS grants that will help that company that has really been struggling to regain financial stability as well as give the U.S. leverage to break the bond between Intel and China which is essential for national security.

We can appreciate why the USA should not control U.S. business, but those 10% shares are not controlling interest, will benefit the USA and will likely more than pay for the CHIPS grants.
