No this is not a bailout.
 
For strategic reasons Trump doesn't want the U.S. to be entirely reliant on foreign chip manufacturers.
Can't say I like this.

A bailout, or an investment, does nothing to change Intel's business condition.

Their basic problem is they make too many varieties of chips. Chip fab is a very expensive business requiring highly skilled and highly specialized engineers. The cost of making a new chip is enormous. Intel has dozens of versions of i7 and Celeron and other things used in PC's, and they have competition in the form of AMD and others.

If Intel is losing money, then an investment becomes little more than an "ongoing bailout". And in that case we can fully expect the business to be subsumed into government needs.
