Not really certain where to put this one. The administration intends to eliminate FEMA after the current hurricane season and give out less money. I believe that requires Congress however.

Trump says FEMA to be wound down after hurricane season​

President Donald Trump said on Tuesday he planned to start “phasing out” the Federal Emergency Management Agency after the hurricane season and that states would receive less federal aid to respond to natural disasters.

Trump also said he planned to distribute disaster relief funds directly from the president’s office.


“We’re going to do it much differently,” Trump said in a briefing at the White House in response to a question about when he planned to eliminate FEMA and what his message was to governors regarding states bearing more disaster-relief costs.

“We’re going to give out less money,” he said.

“We’re going to give it out directly. It’ll be from the president’s office. We’ll have somebody here, could be Homeland Security.”
 
A very good idea...It has been nothing but an ineffective money pit for its entire existence.

The coordination they do can be handled by another agency.

FEMA got away from being a resource provided and coordinator and went into being a bully and political patronage dispenser during emergency responses.

The thing is, Trump can't just "wind it down". He's been smacked down over and over for things like this but he will never learn.

Correct. He can't flippantly cancel funding already approved by Congress.

Oh, you mean like the hundreds of 18-wheeler trucks of supplies and thousands of volunteers, that were coming in from across the nation, that FEMA actively stopped form getting to where that help was needed?

I'm all for that if we can count on stuff like that every time a natural disaster occurs, but it's a bit of a gamble, don't you think? There should still be some type of federal or state oversight to coordinate and/or cooperate with the private sector. Sometimes people helping on their own get in over their head and then they need rescuing too.
