While the Federal Reserve Bank is nominally part of the Executive Branch, it is not chartered or governed by the same rules as cabinet agencies.
It was established as an independent Federally chartered bank, charged with managing the money supply, and deliberately set up with separate directors, appointed to staggered terms of office.
The structure was deliberate. it was specifically designed to be resistant to the sort of direct political pressure.
NOW trump wants to make the Federal Reserve into a political tool.
Part of this is because the effects of his reckless tarriffs are shortly yo come home to roost.
Attacking the Fed is his strategy for diverting his sheep from blaming inflation on his own reckless tarriffs.
