This is actually a brilliant idea. Instead of being hold up in his basement, his team has him on a train so it "appears" he is out and about. Truth is, the Biden machine probably has a Private rail car for debate prep contiguous with a Sleeper car so Sleepy Slow Joe can get plenty of rest between stops while appearing as though he is attacking the campaign trail. If he were to travel by plane, Joe might get 1/2 hour to maybe 2 hrs sleep between campaign stops instead of the many hours on the train due to slower travel times by train.
