An IRS legal briefing found that Trump's lawsuit had no legal basis & if they fought it in court they would win. Not only that but the statute of limitiations has long expired at two years. The whole deal is a scam, it's illegal by violating the Emouliments Clause & is an outright theft of taxpayer money.

Yes plantiffs and defendants weight the risk of a jury or bench trial and often come to settlements. The federal rules of civil procedure are designed for that

It is unprecedented. Trump’s political allies committed crimes as part of their support for him. Not only are these people not prosecuted for their crimes, we are paying them.
