When read with the 1st part of the paragraph,you know he was talking about NASA's options in 2017 .

The tweets were on the subject of what NASA's options were and one was just building a space station and moon base. Mars would be later in the future.
Trump wants both included not Mars later.
People are basing this without the rest of what others were tweeting at the time.
It would be like someone's post taken from one paragraph from here without the subject matter or others commits and making a big deal over nothing.
The left are having a fit that they can't control him and he gets his views out without the media's control of spins.
The thing is, and remains, that the phrase "the moon" ---- which is what was typed ---- is not the same thing as "the moon used as a way station enroute to Mars".
If that were what the phrase "the moon" actually meant, a thousand love songs would take on entirely different meanings. "Fly Me to the Moon" would be understood strictly as an astronaut song. "How High the Moon" would be that astronaut analyzing how much fuel he needed. "Moon River" would make no sense whatsoever.
