FEMA is setting up in areas where illegal immigrants and resident aliens are in the highest concentrations. Sparsely setting up where white residents are located.
The maps tell the tale. It's not about area affected by what degree or even population density. Simply focused on demographics of race.

FEMA just has no disaster response capability. They can direct insurance claims, later. From a weak initial response where they just got in the way to completely giving up and disappearing FEMA pretends to be one thing just to get money when actually doing nothing.

They are spending the billions in the minority dominated sections of N Carolina. The population centers that got the most devastated are not the focus. That's why we don't see them.
Now the troops, the National Guard? They have the damage in grids and have an app to access who needs what where and who is going to where. All the way down to who needs generator fuel and etc. Grids are color blind. And that's just the military way.
