The New York Times reported this past May on Billion Dollar Bounty Biden’s intervention as Vice President in the Ukrainian prosecution in 2016. The elements of corruption were in place — the personal gain, the use of US power to achieve it, the threat that make Ukrainian national security the ransom in the deal and Biden Bragged that it worked:

Lutsenko, the guy that replaced the guy that Biden put a $Billion dollar bounty on in US Aid, gives an account of his reopening the investigation after he heard Joe Biden's bragging, that tracks consistently with what that federal authorities in America, in an entirely different case, uncovered financial records showing just how much Hunter Biden’s and Archer’s company received from Burisma while Joe Biden acted as Obama’s point man on Ukraine.
Between April 2014 and October 2015, more than $3 million was paid out of Burisma accounts to an account linked to Biden’s and Archer’s Rosemont Seneca firm, according to the financial records placed in a federal court file in Manhattan in an unrelated case against Archer.
The bank records show that, on most months when Burisma money flowed, two wire transfers of $83,333.33 each were sent to the Rosemont Seneca–connected account on the same day. The same Rosemont Seneca–linked account typically then would pay Hunter Biden one or more payments ranging from $5,000 to $25,000 each. Prosecutors reviewed internal company documents and want to interview Hunter Biden and Archer about why they had received such payments.

The Rada=The Central Council of Ukraine was the All-Ukrainian council that united the political, public, cultural and professional organizations of the Ukrainian People's Republic.
Joe Biden was not a member of the Ukrainian Rada
Viktor Shokin had much bigger issues than the corruption case against Mykola Zlochevsky. Almost immediately after he was appointed, he started to cause almost irreparable harm to Ukraine’s legal system.
For starters, he failed to prosecute any prominent members of the Yanukovych regime or anybody in the current government. He constantly blocked reform to Ukraine’s broken legal system. He was in charge of implementing the 2014 law on prosecution which the European Union had asked Ukraine to do for years.
The law aimed to reduce to role of prosecutors who “were absurdly superior to judges in the Soviet legal system that persisted in post-Soviet Ukraine” according to Atlantic Council. It also called for a reevaluation of all prosecutors in order to weed out the more corrupt and incompetent ones. Shokin manipulated the process so that the old system mostly remained the same and minimal, ineffective changes were implemented.
He was the largest obstacle to judicial reform in Ukraine. It wasn’t just Joe Biden calling for his ouster, it was the United States government and the European Union.

In his own words, with video cameras rolling, Biden described how he threatened Ukrainian President Petro Poroshenko in March 2016 that the Obama administration would pull $1 billion in U.S. loan guarantees, sending the former Soviet republic toward insolvency, if it didn’t immediately fire Prosecutor General Viktor Shokin.
“I said, ‘You’re not getting the billion.’ I’m going to be leaving here in, I think it was about six hours. I looked at them and said: ‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money,’” Biden recalled telling Poroshenko.
“Well, son of a *****, he got fired. And they put in place someone who was solid at the time,” Biden told the Council on Foreign Relations event, insisting that President Obama was in on the threat.

Biden and his office were very clear on the general prosecutor's probe of Burisma and his son's role:
Lutsenko — the Ukrainian prosecutor that Biden once hailed as a “solid” replacement for Shokin — began looking into what happened with the Burisma case that had been shut down.
- Hunter Biden's appointment to the board was widely reported in American media;
- The U.S. Embassy in Kiev that coordinated Biden's work in the country repeatedly and publicly discussed the general prosecutor's case against Burisma;
- Great Britain took very public action against Burisma while Joe Biden was working with that government on Ukraine issues;
- Biden's office was quoted, on the record, acknowledging Hunter Biden's role in Burisma in a New York Times article about the general prosecutor's Burisma case that appeared four months before Biden's Billion Dollar Bounty forced the firing of Shokin. The vice president's office claimed that Hunter Biden was a lawyer free to pursue his own private business deals even while his Dad was point man for their countries aid from the US Taxpayer.
- It's not uncommon for foreign corporations to give 50,000 a month to the VP's kid for skills he doesn't have while his Dad is passing out US aid to the country, even though they could point out no other examples.
Lutsenko says that while reviewing the Burisma investigative files, he discovered “members of the Board obtained funds as well as another U.S.-based legal entity, Rosemont Seneca Partners LLC, for consulting services.” Rosemont is an investment firm connected with Kerry's son and Joe Biden's son.
Lutsenko said some of the evidence he knows about in the Burisma case may interest U.S. authorities and he’d like to present that information to new U.S. Attorney General William Barr, particularly the vice president’s intervention.
“Unfortunately, Mr. Biden had correlated and connected this aid with some of the HR (personnel) issues and changes in the prosecutor’s office,” Lutsenko said.
Nazar Kholodnytskyi, the lead anti-corruption prosecutor in Lutsenko’s office, confirmed that part of the Burisma investigation was reopened in 2018, after Joe Biden openly bragged about his Billion Dollar Bounty that got his son's prosecutor fired. "We were able to start this case again,” Kholodnytskyi said.
But he said the separate Ukrainian police agency that investigates corruption has dragged its feet in gathering evidence. “We don’t see any result from this case one year after the reopening because of some external influence,” he said, declining to be more specific.
So, according the current prosecutor, it was Biden Shooting Off His Mouth about the Billion Dollar Bounty that got the case reopened, not Trump's phone call. Trump merely encouraged them to keep digging. And with the US dollars involved, it was Trump's duty to encourage him to do so.

You guys didn't think it through very well before you ran with it, and it was stupid, so it blew up in your faces. It happens so much to you guys, it would seem that you would be used to it, yet, you act like it's the first time, over and over and over again.
Biden bragged on video of using ONE BILLION in US aid as a bounty to get the prosecutor fired who was investigating Hunter Biden's corruption, which is also Joe Biden's corruption, because Hunter was making a boatload of money from the Ukrainians while Joe Biden was point man for US/Ukraine relations, and Biden demonstrated this by letting them know they had six hours to fire the prosecutor or no Billion dollars in US aid. That's a fact, straight from Joe Biden's mouth. The man Democrats are likely going all unite behind claiming he should be our next US President.
At the same time, Trump voiced his opinion, to the new president of Ukraine that he should investigate the Bidens corruption, but, unlike Biden, he did NOT make U.S. aid to Ukraine contingent on such an investigation. They were originally claiming that Trump made a threat. They have backed off that. They were trying to apply a statute to the President, that doesn't apply to the President. Lutsenko (replacement prosecutor after Biden forced his predecessor out with a Billion Dollar Bounty in US Aid) said Ukrainian company board members legally can pay themselves for work they do if it benefits the company’s bottom line, but prosecutors never got to determine the merits of the payments to Rosemont (The Biden's and Kerry's step son's firm) because of the way the investigation was shut down.
As for Joe Biden’s $Billion Dollar intervention in getting Lutsenko’s predecessor fired in the midst of the Burisma investigation, Lutsenko wants to discuss the matter with Attorney General Barr.

For starters, he failed to prosecute any prominent members of the Yanukovych regime or anybody in the current government. He constantly blocked reform to Ukraine’s broken legal system. He was in charge of implementing the 2014 law on prosecution which the European Union had asked Ukraine to do for years.
The law aimed to reduce to role of prosecutors who “were absurdly superior to judges in the Soviet legal system that persisted in post-Soviet Ukraine” according to Atlantic Council. It also called for a reevaluation of all prosecutors in order to weed out the more corrupt and incompetent ones. Shokin manipulated the process so that the old system mostly remained the same and minimal, ineffective changes were implemented.
He was the largest obstacle to judicial reform in Ukraine. It wasn’t just Joe Biden calling for his ouster, it was the United States government and the European Union.[

If you are referring to Biden pushing Ukraine to fire a corrupt prosecutor...understand that virtually EVERYONE wanted the guy fired because he was ENABLING corruption not prosecuting it.
Trump was trying to get Ukraine to open a BOGUS investigation of his political opponent. That's a clear abuse of power by Trump
