The government is spending money during "shutdown" as the government isn't really shutting down. You know those "essential workers" and SS checks, Medicare Checks, VA Checks, etc., are still going out.

And for the few things that do "shutdown" workers get paid for the time of the shutdown when they return to work.

Shutdowns actually cost the government and the economy MORE money in the end dealing with the shutdown than if no shutdown occurred.
