The water in the Lincoln Memorial Reflecting Pool is circulated and cleaned as part of its maintenance to control algae growth and ensure water quality. The National Park Service performs annual cleanings and has installed a circulation system to help maintain the pool.

The issue of course, is that Trump made a big deal about it...then botched it. This is literally about seventeen levels down on the priorities that the President of the US should be focused on. Its for some undermanager in Parks and Rec, not the guy with the nuclear codes.
