I guess some people get some kind of comfort when a President visits a disaster area, but I really don't see the point. Having a President in the area only complicates a terrible situation with all the required logistics. Maybe after everything is cleaned up?
If a president doesn't show up, his opponents would be relentless about it. Trump made a lot of hay over Biden not visiting a railroad derailment, remember?

Besides, it is a good idea for someone who is insulated inside the comfort and safety of the White House to visit a disaster scene to grasp the full scope of the needs of the community.

There is no substitute for eyeballing the situation for oneself.

But, yes, the traffic congestion and inconvenience to the natives should be kept to an absolute minimum. That's why helicopter tours are best.

Yeah, it would some kind of agreement that they stopped doing it. Agreement. Ha ha.

I can see the personal side of it, though. If nothing else, to talk to the most important people coordinating services and a clear understanding of what they need. But yeah, that can be done in a helicopter.

In reality, you're correct. The problem is if they don't go the media and political opponents seize on the issue to make it look like they don't care. Humans are fickle creatures; thus we waste so much time and energy on optics to reassure them.
