He said he would tour the disaster area today. He didn't go sooner because all the necessary hoopla surrounding the President would just have made him in the way of the rescue efforts. He has been in appropriate contact with Greg Abbott and other authorities there though and and has made all the appropriate disaster relief available to them as needed.
