Shit happens like hurricanes. More shit happens when you have local government that doesn't take emergency preparedness seriously, especially living in a hurricane prone area. More shit happens when the individuals don't take the proper emergency preparation.

I have lived in a hurricane prone area most of my life. I take responsibility for my own safety. I don't depend on the government for much more than the warning that it is coming. If something happens to me then that is my fault for living where I do and not being prepared, not the President.

The worst hurricane I have ever been in was Hurricane Donna in 1960. It cause our family home a lot of damage. We were also without power for more than a month. It was nobody's fault. The head of FEMA explained that you could have an accidental death as a construction worker repairing damage by Maria and they counted it as a "hurricane related" death even though it happened 6 months after the hurricane.
