The first has been accomplished and the second cannot be accomplished without risking war with Russia, which would not be in US interests. The 1,000 ground troops the US has in Syria would contribute little to stopping a determined Turkish invasion of Syria, but the air power and economic power of the US can, so nothing is lost by removing the ground troops.
