One of the reasons given for the slow down is a large amount of goods were shipped in before the trade war heated up so a large number of companies have excess inventory on hand. There is always a seasonal slowdown. What appears to be a slowdown is due to the higher trucking numbers as stated in the first reason so though due to past performance it appears to be a slowdown it is in fact overall on track to be normal.

Some have of course seen this as a failure on Trumps part so that they have ammunition in their war against Trump.
