A fine reward for someone who lost his own brother to protect our brothers and sisters in arms.

1) His father was not a US citizen for the requisite period prior to Thomas' birth.
2) The military base on which he was born was not on US soil, and courts have interpreted the 14th Amendment to only apply on American soil.
3) His father may not have filed the proper paperwork to ensure his citizenship.
It sounds like his father was unaware of the law. But ignorance of the law is no excuse when you can educate yourself on it.
