It's against the constitution. There has to be a REAL LIVE declared Emergency for the President to EVER call in the National Guard WITHOUT the Governor.... even as back up, they have to be called up, with the Governor.

Are you forgetting the civil rights era and the Guard being federalized to go AGAINST the actions of an elected State governor?

All the guard does is give backup to federal agents in these cases. Same as in the civil rights cases.

Here, the guard isn't actually being used against the State itself, it's being used as manpower and backup for federal agents enforcing federal laws the locals don't want to help with, which is their right.
