It's not news, it's an essay in the Washington Post by somebody named Alan Entmous and Ellen Nakashima based on unnamed and unverified and anonymous sources the Post calls "current and former officials". Even if you accept the unverified anonymous "current officials" how in the world are "former officials" able to comment on current issues?
