A law enforcement official said authorities tested the driver and she was not drunk at the time. The official was not authorized to speak publicly and spoke to The Associated Press on condition of anonymity.

if she shot people for no reason at an intersection she would be prosecuted, for shooting people for no reason at an intersection.
She was breaking laws repeatedly, she just wasn't possessing a car and doing normal car stuff with it.
Actually driver's licenses can be denied for medical reasons, and far more easily because driving is a privilege, not a right.

Four-year-old Abigail Blumenstein and 1-year-old Joshua Lew were with their mothers, Lauren Lew and Ruthie Ann Blumenstein, at Ninth St. and Fifth Ave. in Park Slope when they were struck about 12:40 p.m.
