2. He is too busy running for the Supreme Court. He still has not given up.

3. When Biden says, "I have no idea how any of this happened", everyone believes him no matter the issue

4. Inflation. Special Councils are too damned expensive these days

Yeah he can. Under Obama's executive order, the vice president has original classification authority. Depends on the document. DoubleD.
