He said, that President Trump is not a target, (at this time) but is a "Subject" in the Russian/ Trump campaign election collusion conspiracy investigation.

A "subject" can become a "target" in a blink of the eye.

A "subject" is someone who is believed to be a person who has committed a crime or conspired with others who have committed a crime, through the evidence thus far that has been gathered.
