We had the total momentum in that war, hundreds of Iraqi troops were surrending on site to a dozen US Soldiers. It wasn't just Powell though Bush also did not want to invade Iraq, he was listening to the other Arab leaders who did not want him to do so. Powell didn't want to be known as the General who created another Vietnam, he saw that we easily achieved our objective liberating Kuwait and we got the easy W, he didn't want to ruin that. I really do wish Bush would have just went for it though.
