There 100% were steps missed in the process. That said it wasn’t a court appearance or a requirement for a judge I do not believe ( if I’m wrong anyone feel free to link up the facts). I believe what was kissing was in interview with INS or some other official in the process to determine whether his not to deport to El Salvador order was still valid. The admin should have been more careful and once the mistake was identified, corrected it.

The difference between "request" and "recommend" isn't a nuanced one. It creates a distinctly different impression by the reader when the article falsely asserts the FBI requested Garcia's release. The kind of false impression the OP is trying to create.

The way it works if that if feds claim they have probable cause, then the locals can hold him up to 24 hours in order for the feds to get a warrant and arrest.

Since the feds did not have a case, they said no.

There is nothing remotely illegal in driving workers from Texas to Maryland.
