There 100% were steps missed in the process. That said it wasn’t a court appearance or a requirement for a judge I do not believe ( if I’m wrong anyone feel free to link up the facts). I believe what was kissing was in interview with INS or some other official in the process to determine whether his not to deport to El Salvador order was still valid.
