Time?

How does the time appear for everyone, both logged in and as a guest?

I just noticed the time was off an hour for me, and was also off an hour viewing as a guest. I had to turn off DST in the admin panel to get the problem fixed for guests and the logged in users control their own settings in the UserCP. I had to turn off the DST option in there too. Anyone else?
