Zelensky clarified? The people entrusted with the people's purse should know exactly how much money went where and should confirm that it was spent for whatever it was authorized to be used for. Failing to document a few bucks from a petty cash fund is one thing. When you're talking thousands, millions, billions, trillions of dollars, we the people deserve to know exactly where every dollar went, why it went there, what the effect of that was.
