One of the things news administrations always do is remove appointees from the previous and replacement them with their own. But, it appears the Obama administration may be doing something to stop that. It's called “burrowing.” Changing them from appointees to civil servants – making them almost impossible to replace.
So, what will be done about it? Appears Trump's team will seek congressional action to change the civil service laws to keep that from happening.
