The time table for them to comply was 135 days from Feb 29th 2020. Who was President then? Hint: It was the same guy who withdrew 80% of our troops and let the Taliban slide on 6 out of 7 of the conditions of his so called conditional withdrawal. Not only had we completed the withdrawal outlined in the Doha accords down to 8600 by the 135th day. Over the course of the rest of 2020 Trump brought us down to 2500 in the last week of his presidency by withdrawing another 6,100 troops. Leaving an unsustainable force of 2,500 for the next CiC. With an evacuation date and the end of the truce coming soon, Trumpybear hamstrung the next Administration on purpose to make them look bad.

When the truce expired there would be new combat deaths and a need to redeploy more troops to reinforce them. That's how Benedict Donald stabbed our military in the back.

The point is Benedict Donald ignored his own agreement. He didn't enforce the conditions of his conditional withdrawal before he withdrew 80% of our troop. Allowing the Taliban to take over most of the country by the end of 2020 while never complying. Leaving Biden with an unsustainable troop level, a withdrawal date, and truce that was going to end in a matter of weeks.
That was the minimal number needed to sustain our support for the Afghanis who were still in combat with the Taliban. As long as the truce held they were not in much danger. After the truce ended they would have to be reinforced. They couldn't be used to force the Taliban to comply with the conditions Trump allowed them to ignore. That would have taken 10's of thousand troops. In fact we had to redeploy thousands of troops to complete the evacuations.
