The fact you say it's "maybe" okay is telling. The person sleeping on the street isn't abusing anyway. The person spraying pepper spray into their face is abusing the homeless person.

Homeless people are still people and they retain the same constitutional rights as the rest of us, including the right to defend themselves from assault.
