Funding, immigration, and tariffs are all granted to Congress by the Constitution.
Congress has given some of that authority to the executive through legislation, but that is not really legal.
All of the things Trump has done are not really legal.

Deportation without hearings are illegal unless voluntary.
Tariffs make no sense if the product is not even made in the US any more.
And health care is about the last thing we should make cuts in, and the military is the main hog.
