We've shipped high paying manufacturing jobs to China so that the wealthy could make a higher return on their investment. As a results, we are left with a sea of retail and temp jobs. This has lead to an explosion of profits on top (because investors benefit from cheap labor) . . . but the downside is that its harder to tax wages that are no longer there.

When you make all the money, you pay all the taxes. If you want someone else to pay taxes, than stop outsourcing jobs to Asian sweatshops.
