Large pools of money overseen by Democrats = fraud. Guaranteed. But any large pool is a temptation for anyone.

There is a Christian health co-op called Samaritan Ministries. There is no big pool of money. Everybody sends money to others directly each month which is designated by the central office. There is a smaller pool. People send to the main office once a year for administration, but that's it. This is the genius of it. Other co-ops where everybody sends every payment to the central office have had fraud. But not Samaritan.
