The US has done a lot of killing of innocent lives around the world we should be the last ones coming up with such laws.

I seldom agree with Obama, but he and New York Times got it right IMO. This bill is merely a get rich scheme for lawyers. They win if an American sues and get to defend if a foreign national sues. Win, win for the lawyers. I wonder how many Congressmen who are lawyers will suddenly retire to jump on the gravy train.
