Some crimes are punishable by jail time.
Some, strictly a fine.

A fine for an illegal boycott does not violate the 1st Amendment. Or any other Amendment.

Which is fine -- because the UN Res has no teeth as usual anyways to REQUIRE actions that affect trade.
