No question Hamas utilizes a strategy of being among the civilian population in order to protect itself. It makes Israel's fight against them extremely difficult. The so called mistreatment stems from the fact that the Palestinians refuse to acknowledge Israel's right to exist and allow militants like Hamas to use and stockpile weapons in homes, schools, and hospitals in order to take out Israel. There can never be a two state solution if Palestinians refuse to acknowledge Israel as a state. Therefore, in order to protect their own existence, Israel must have total control of the area.
