Each one of these phases or stages is a separate and unique phenomena and show the progression of complexity as space time has evolved.

Finding another species in the universe who has greater intelligence or consciousness would not be a new stage or phase.

I am just not extrapolating what humanity knows to the entire universe, as though there could not possibly be anything more than what people have already discovered. I am not ignoring everything we know, I am simply not arrogant enough to assume that humanity must know everything of importance there is to know in the universe.
