Wouldn't it be nice (if ineffective) if the U.N. made a formal declaration that people who live in shit-hole countries have no right to emigrate to non-shit-hole countries, and can only do so with the express, written consent of the latter?

You have to look at things from the perspective of the UN

All that matters is climate change as humans are the cause as they alone have the duty and authority and power to save Mother Earth!!!! After all, taxation cures all our ills. However, people oppose taxation and decreased living standards made possible with fossil fuels.

What to do?

First, encourage immigration to rich countries, the countries who produce the most carbon. Not only will a great number of these carbon producers die from their dangerous journey as they are being encouraged to do so, once in these countries they make those countries poorer. This is important because the most resistance to elitism are rich folk who disagree, so just destroy all the rich folk like Trump who get in their way.
