The plan "assumes" there will be cuts in higher ed spending. It's assumed because the desperate left needs an issue they can whine about. It's ironic that the dying state of NY is advertising tax cuts or no taxes at all if industries please, please relocate in the Empire State but Cuomo is a democrat so there will be no Media Matters generated criticism. NY killed the goose that laid the golden egg, and by that I mean they sunk their vamp fangs into businesses so the businesses told NY to go fuck themselves and left. There is nothing that is not taxed in NY State. They even tax home mortgages, yeah a tax on a home loan and if you try to refinance they tax you again even if you just paid the tax last year.
