Early in the evening they came up with some excuse that the counting machines were all broken - the equivalent of a halt - and hadn’t reported a single vote when other counties had 99% counted. When it became apparent that they couldn’t overtake the Republican lead, all of a sudden they determined the machines were working and began their count.
